Looking at the video, it's just three basic mirrored loops with some interpolation that involve the center or groove bone going forward&up and back&down, neck & head bones rotating to compensate the rotation of torso bones, arms rotating forward or toward the center & wrist bones rotating to compensate, and the blink morph value changing up and down a little. You make a basic loop by first keying the starting position, then the end position, then you cut out the changed keys, register the unchanged state at the frame of the end position, move to the frame where the motion returns to the starting position, log the unchanged keys again, maintaining the selection, then jump back to the end position frame and paste the end position keys. You then select all relevant keys at the starting frame (by hitting the register button after selecting keys that will be changed), add your movement keys to the selection, copy, and there you have it, a basic loop that can be multiplied for as long as you want it from the third key column (starting position).
