If you further train a lora to replicate an artists particular style that's a different story - which as mentioned already Japan already has new laws against. This is where Kanye's example falls under, if it is obviously Kanye's voice then it is not ok, if anyone can pinpoint where you sampled from and you are obviously making work that emulates another artists - essentially riding off their fame and hard work, that is clearly not ok - both morally and legally.
Let's make another example, you're a writer and you've read tens of thousands of books in your life - you write your book based on influence from all of those other books. This is considered fine. On the other hand you've read one particular authors books, tens of thousands of times, and it's completely ingrained into you and your writing style and the book you write turns out so similar to this other authors that people call it out for plagiarism. This is not fine.
