Point two - If the incubators based the current aesthetics of magical girls on magical girl anime, then why would they include panties if they never are shown? It's not like undergarments were a big thing just a a few thousand years ago, which to them is like a month ago.
I theorize that the incubators don't care enough to get things exactly right and just try to get the surface details in place, letting the girls who they are contracting add some flourish with their imagination as to what their magical girl costume will look like and such.
Do you think the girls being contracted are going to give allot of though as to what their magical girl panties are going to look like?
Or do you think they have given no thought to that when magical powers and frilly skirts are front and center in their mind?
