I mean she embraces selfishness, hedonism, gluttony, and sloth in no small part during this time, so I can see her discarding her panties/underwear out of simple laziness to get new ones and or do laundry.
Combined with the fact that she's living a pretty solitary life where she doesn't associate closely with anyone, I can see her finding some rebellious thrill in occasionally flashing nobodies or magical girls she chases out of her territory by being careless about it.
However, once she starts working routinely with other magical girls, going to school, and caring about how these people might see her, the thrill would start to be mixed with embarrassment and shame, but she would try to stubbornly hang on to cool apathetic image she crafted.
