This is saci pererê, he is a whimsical creature from Brazilian folklore, he is described as a one legged black creature (black as in african) that smokes pipe and has a red hat. He likes playing tricks on people and can only be stopped if you trap him inside a bottle. Apparently his hat is what gives him powers, one of these powers being that he can turn into a dust devil.
Also, there are more than one Saci, so, like duendes, you can find many of them.
