What confuses me is why jr didn't take advantage of Ikebukuro and its normally empty at 16:20 yard to turn trains and keep services to and from Osaki running, or at least pulling all the saikyo trains into the yard to avoid stalling the shonan shinjuku line. North of the incident, Akabane does have a storage track, so they could've (slowly) turned trains back toward Omiya as well, but Musashi-Urawa is the closest place with a proper crossover. Considering how inflexible jr is, cutting through service to the kawagoe line is really all to expected.
For whatever reason, jr had the passengers walk the tracks for over a kilometer to reach Akabane rather than on the street to the much closer Higashi Jujo, which of course meant they had to stop the other lines through Akabane until people were cleared off the tracks.
