The seat should be high enough, so your leg is almost fully extended at the bottom of the pedal stroke, for efficient, joint-healthy riding. And that pedal is a distance from the ground. So you can't just put a foot down. To stop, you have to come off the seat and stand over the top tube, or, lean the bike and point your toes.
So you're trying to solve a 'problem' which is just inherent to riding bicycles by getting something made for children.
