What I usually use to do that is an old metal reflector bracket. I keep a box of em pulled off bikes for this purpose. They're pretty stout, and they drop to clear the straddle cable. They come with the long fork crown bolt. You can usually bend/drill/hacksaw them to work quite well. Center your holes with a punch first. Bending is easiest with a vice but possible with a big crescent wrench. m5/m6 bolts, nyloc nuts, washers.
It's not really necessary on this though. The rack is a front rack and the way it's designed to mount works quite well. It's relatively stable with 10kg in it. Plus the strut would need to be very long.
