Otherwise you can't fine bikers for not risking their lives riding alongside impatient drivers in large trucks.
Only a few cities in the world have reached this threshold.
In my city there are a lot of bike path but there are always a few areas where I have to either ride on the sidewalk or risk my life because the traffic is intense and the bike lanes are either integrated into the car lanes or non existent.

So in short a public awareness campaign would be useless as it is. Just build proper cycling infrastructure and it will solve the issue, as it has been the case in cities such as Amsterdam.
