In the case of NYC, there are more than enough city owned housing projects scattered across the most valuable real estate in the five boroughs that are outdated, and can be demolished and replaced with gleaming towers, and real towers, not mid-rise ones. Of course, the NYCHA is bankrupt and can't even afford to maintain the current properties, and I doubt investors want to partner with NYCHA because that sounds absolutely retarded to consider, but yknow, it's a sane option compared to... building an artificial island on the confluence of the Hudson and East Rivers lol
