If you want reliable aluminium, just buy it new and don't be a dipshit.
Steel bikes and especially steel components, which 90% of suck shit, can also fail randomly. Your flexy rack is gonna make you crash or some shit more likely than a nice aluminium blackburn, topeak, bor yueh etc rack or something is gonna fail. A good rack design also has two top rails, to allow lower mounting of panniets which won't mar the racktop.
