Women need an indented platform to comfortablely hold and relieve pressure from their sensitive soft tissues. Make sure it's wide enough for her sit bones and angled/positioned so her weight is resting on her sitbones and not on her soft tissue/genitals.
This is just a recommendation of what I have heard works for many women. In the end saddles are very personal. If her discomfort persists your just going to have to trial and error until something works. It's also likely her bike doesn't fit her as well as it should.
