Going back to the development issue, there actually are some ongoing efforts to build private high rises on NYCHA lots, but they've gotten bogged down in pesky details like "is $25 million a fair amount to pay for a 100 year lease"
I suspect as the projects continue their downward spiral the urgency will bring more of these types of plans and we'll probably see a lot of weirdly proportioned land lease towers jammed between the old brick NYCHA commieblocks.
