And we could identify volunteers this way. Either how you suggested (some cutoff limit), but also the 'seller' is tied to the 'buyer', and in my opinion, it's very easy to identify the 'repeat offenders' from the data. Sort of: what individual needs 8 tires in a two week period?
It's an easy implementation, but I'm one of the few technical people. To be blunt: we have a democratic structure, largely composed of people with more heart than brains.
Maybe this gets the idea across: we have a wall with pictures of all the past/current volunteers, but we don't have a wall with people who aren't welcome.

I did a bit of that during the 1st Covid lockdown. Like <1 mile radius, very
local, mostly kids on out-of-tune disposable bikes, a few food service adults (shitter bmx & hybrids). But it reminded me why I got started with this in the first place, and serves as an indicator of how... rotten things have become at the co-op.
I'm sure it sounds bizarre to some people, but it's much the same reason missionaries go to poor places. Except I got to know the people, and I could see the results.
