I'd get this.
It escapes the two major pitfalls of entry level models, having both good brake calipers and a good inseries crank.
Sora is very decent groupset. Peak value here really. Worth paying for this model above the previous one, and not so worth paying more unless you want to.
The '28mm' clearance is limiting, it probably fits 32, either 28 or 32 is what I would personally prefer for fast mixed surface riding.
It doesn't have rack mounts either but there are numerous storage options for road bikes without rack mounts, you can run a carradice seatbag, bag bag, frame bag, etc. It's not that limiting unless you intended to actually tour on it, carry bulky items, or do a lot of larger grocery loads.
Generally I would just prefer a bike like this to a gravel bike. It's faster and more fun. And still relatively slated towards comfort compared to an out and out race bike.
