the guy selling it is a pro cyclist who races track which is why i assume that, also looking at the company they seem like they focus on racing and only do expensive quality stuff.
it's also about the size. ridiculously long stems don't really exist for any other purpose, but are common for track racing. I want it to run swept bars with though. Maybe these ti ones i have but probably some other nitto swept bar with a bag or basket off it.
As for is your bike a track bike because you've ridden it on a track, well no, a track bike is a bike set up for riding on the track. A street fixie, or, a fixie ridden only on the street isn't a track bike although it may have a track frame or other track components, likewise you can have a track bike that does not have a track frame.
