JFK they can have attitude problems with the tug drivers or Latin pilots not obeying/understanding instructions, the casual talk imo is only when its early morning/late night they're too busy during the morning push or afternoon rush to do any of that stuff.
I'm 90% sure ICAO has hold short orders. Like what is a runway stop position? Where can I find the stop position? Assuming the runway stop position is the "hold short" marking" it looks like he blew way past it maybe due to being unfamiliar with the airport?
