It obviously seems more aero than the drops.
The main downside seems to be that you don't have immidiate access to the brakes and probably less control over the bike in general.
Obviously it could be very dangerous, personally I probably wouldn't use it for fast descends.
A good option might be using it for shallow descends if you are exhausted and want to conserve energy or something.
