Considering that the concept "street" involves everything which is not a home yard, "street" dogs live in streets but in hills sometimes. Street dogs can be agressive and they are smart. If they see a weapon in your hands they pull back but stalk you anyway. Hill's dogs could be even more agressive niggas.
Point: every piece of land here has its owner, a person, not the goverment. All this place is under severe legal property speculation due to population boom of last years. Sometimes plp develop farming in their lands. So even the nowhere hills has owners whose protect them against "guests" like thieves, bikers and "occupies" (plp who stablish inside your property and in some circunstances [law 2695] they can become the legal owner of your property without paying you, to live in it or sell the land to anyone else). To avoid guest they have heavy guard dogs, and sometimes they escape to the hills too. Sometimes the nature is just inside those lands so you access that lands in order to access nature. In that cases, wepon is very useful too, not only "to show" it to them, but use it to infict pain to the dogs avoiding their aggresive behavior.
