Yup. That steam engine on the downhill side is one used for powering the train on the flat sections between the cable sections. It's got a mechanical jaw that grips to the rope that pulls it up as another train heads downhill.

It shut in the 1980s due to disrepair and arson in the pulley machinery buildings.

Pic related, Krasnoyarsk Dam inclined ship lift.
It is (technically) an electric rack railway with the largest gauge in the world at 9m width, and can carry 1,500 tons.

A picture of a Kitson-Meyer locomotive from the Trans-andean Railway between Chile and Argentina. These were built after the railway desired more powerful locomotives that could operate on the sharply curved rack sections.
After concerns about power on the rack inlines another cog axle was fitted to the front unit and extra cylinders (upper pair near smokebox).

These were removed later as they used too much steam and it was found that only one cog was needed.

That thing was designed to be economical and minimize environmental impact, that's why it only has a single support along its circuit. Note that the ground underneath it, except for the pylons, is undisturbed. It can also be moved or removed easily because it's not a permanent installation.

What?
It’s actually more fuel efficient using electricity going up and down the slope than diesel. Plus you get some energy back on the downhill run with regenerative braking.

The reason why they use the massive dumper trucks is because they’re cheaper and can be moved to different ore veins far more easily than conveyers, plus they can climb hills far better than railways.

I was looking into those and it looks like they only use the overhead wire going uphill. Still, the speed on full electric uphill was at least 2x the speed of a diesel on the same grade. There are at least a few of those systems still in use today.

Sidebar, they're not actually coupled at all. On the way down with the steam engines they're about 1' apart most of the time, while the brakeman on the coach controls its decent. The diesels do the braking for their coaches, but still have a safety brakeman on the coach.

Tilting back's not a problem for humans, just boilers. The max incline's 35°, so the boiler's only tilted about half that. The slope's not too bad where they load and unload.
