Those suburbs were design to make navigation across it a nightmare so that traffic must use the main highway instead of passing through the residential area. Only problem is the only traffic capable of "efficiently" doing this is the motorcar or at least a big motorcycle, so other types of traffics like foot, bicycle, low power motorcycles (mopeds) and buses are impossible to have.
Maybe a good start is to
- create paths for pedestrians, bicycles and maybe 50cc mopeds between the roads and alongside the main highway
- reduce size of residential streets (not the main highway) by plating trees alongside it. A 4 lane road on is not only useless but also dangerous as it makes drivers speed
- purge most of the STOP signs
- add some landmarks to make navigation easier for humans: like build a 20meter tall bronze statue of Trump
- remove useless zoning law. I understand that tall buildings and factories are not desirable in a residential area but 2/3 storey building, some small shops and some workshops should be allowed
- light rail or equivalent bus service mostly on segregated roads with stops reachable by bicycle
