screwdrivers and wrenches have their handles sized to make sure you dont overtorque them and strip the head of the bolt/nut. To clarify this, look at a screwdriver and look at the diameter of the handle. A smaller head screwdriver has a smaller diameter handle, to reduce your mechanical advantage to limit the pressure you can apply to the head.
If shimano put a hex head on their pedals and sold them as a consumer item, I think it would be very reasonable to assume that an average person with a normal hex key doing it up to a level that they deemed tight, would be sufficient for fastening the pedals.
As i said before, so long as theyre reasonably tight, the electrolytic corrosion will glue them into place and prevent them from unthreading over time.
A quick tip for fastening them however - if you want to achieve good torque with the hex key, align the key to have a small angle to the crank, and grip them both and squeeze your hands. Same thing as locking in bearing preload on your headset or whatever.
