'good condition' and 'like new' are UTTERLY meaningless. These words normally come from a person who knows nothing or pretends to know nothing and is just commenting that they're clean.
What you really want to know is if the bearings are actually smooth (this is not a question you can even ask or trust the answer on as people will say they are when they're literally siezed or 'smooth' to them might mean 'turns' like the bearings could be completely pitted or a bushing and they'd be 'smooth'.
And if the brake track is worn out, people, seasoned roadies, have no idea what this even is, or pretend they don't you see 'good condition' wheels that have concave rims or the wear indicator which you know should be there not there, toast, 'good condition' from people who really should know better.
Being true is straightforward. People know what that is and you can ask about it but they will lie and say 'good condition' if it's not true.
Based on my experience i wouldn't dream of paying more than $20 for a used wheel that I couldn't inspect first. People want top dollar for their trash.
