If you're paying for spokes (as you said, not cheap) and putting in all that effort, you want to end up with a like-new wheel that was worth your effort and cost and will be good for a lot of riding, commuting or otherwise.
It's simply not worth doing with rough components.
Sure you might fuck it up but don't set yourself up for failure.
As I said, if you live in a city, ride around and ask crusty bike shop owners about NOS rims, they often have em for cheap, and a new nice mavic rim is only like $30 online.
If you want a learning/fun project that is actually cheap then swap a good used rim onto a wheel with a worn out brake track and re-use the spokes. That is then just the cost of new nipples, very cheap. Hoard wheels you can get for free until you have the candidates to do that. If you don't have any workshop space you can stash them up trees until the oppurtunity arises.
