cyclists pay tax same as every other person, bike infrastructure is so cheap compared to cars anyway that if you taxed by infra cost and road damage, bikes would pay like 10 cents a month and a large truck would pay hundreds or thousands of dollars.

everyone pays property taxes, which is the bulk of infrastructure money. if you rent, the property owner pays the property tax out of your rent.
