It looks "loaded touring" which is a particular disease of certain memester hipsters who will shit up your nearest trail with a pack of 20 obese cyclists preventing you from passing every time the weather is nice. Those bags are mostly stuffed with newspapers and towels, but there's a couple of candy bars in there "just in case" though they won't be moving fast enough or riding long enough for it to matter.

it also dampens vibration and doesn't oscillate when returning to form after flexing
it allows a lot more fork offset/trail range built in so the geo of the bike design is opened up

with the heavy swaying load up top at the back, it probably makes it handle better.
Less likely to do wheelies while climbing

bikes with front & rear load usually handle better than bikes with just rear load.
