Most people just fucking pay. Even if 10% of people jumped the turnstyle that's still not a big deal. You can just raise taxes a little to make up the difference.
You can get the tax money from drivers through gas tax, congestion charges, parking fees, etc. Encouraging them to take the subway.

Actually, even when the rides are free, America will never have a good public transit AGAIN.

Used to be 100 years ago when even small shitter cities like Anaconda, MT or Ishpeming, MI had their own streetcars.

I mean, if we scrap all American cars, we could sure recycle that metal to build new tracks and trains.
