Phase 1 of CAHSR should have just been LA-SD, let me explain why:

CAHSR is to start testing in 4 years and a good amount of infra for the line is already built, it's not 2012 anymore

But I admit CAHSR fucked up by doing everything from scratch (instead of using well proved techniques and equipment, like Morocco and China did) and being located in corruptfornia

people go between LA and SD much more frequently than between LA and SF. If this shit ever gets fully built out, it will mostly function as regional transit anyways. San Bernardino to LA and Gilroy to SF will likely be the busiest segments
