>>1944719In the early 2010s, I had a summer job for a street department that included sidewalk code enforcement. All enforcement was on a complaint basis. Photos are good to show exactly where the violation you are complaining about, registered mail not needed.
What we had to do is drive out with a pvc pipes that were painted with markings of all the rules: max plant height (for corner line of sight), min branch height, some other ones for sidewalk widths. Then we would send pipe photos to the meter maid department (they hated being called that) to send out a warning letter. We would go back out in week or two, and update the photos. Then if there was still a violation, a ticket gets sent out.
Every year some gardener would see a photo online and decide to build a planter in the public right of way, their neighbor would report it and the planter would be removed. Then the ass-blasted gardener would then report every violation they could, while zig-zagging across the city in their car, keeping my summer job secure.
