The example I've given above is germany. §19 Straßenverkehrszulassungsordnung (couldn't resist) states "Permission to operate a vehicle (read 'registration') IS to be granted, if the vehicle complies with this ... code."
Since being in EU a motorised bycicle will most likely be registered as a L1e vehicle class, meaning it can not displace more than 50 cc, not produce more than 4 kW and not go any faster than 45 km/h. National vehicle classes have not yet fully implemented the EU classes but thats getting a bit too deep.
While I don't dable in degeneracy like motor driven or assisted vehicles anymore I must say I too would fully support pairing energy and space efficiency of a bycicle with the convenience of motor drive if that means cripples will prefer those over cars.
I can also tell from experience, from back from my motoring days, that the class of vehicle named above comes with very few and very lax requirements for compliance.
Full size motorcars and trucks for example are regulated a bit stricter and it is tightening continously but registration is still easily doable, much more so than many believe.
