Keep in mind that any short term gains might already be priced in, depending on how successful people think this train will be. Also worth considering how likely the project is to be delayed or cancelled for political reasons. Hopefully not though, high speed rail is the best way to transport people quickly over medium distances and the world needs more of it.

The state government made a deal with the cartels many years ago in which it was agreed that the family of the cartels would live here and not be persecuted in exchange for avoiding bringing the war to the state, not that Yucatan had any strategic importance to the drug network anyway.
