Seems plausible. It's reasonable to think that people who have chose careers in transportation would have an interest in transportation. It's not like these people are cryptids.

iirc they're separate pots, national guard/reserves you get whatever portion of points after 20 years (usually averages out to 25% of base pay ish), federal employees are 30 years of total service so if you bounce from the post office to amtrak to the FBI you're still good
