But pussyfaces listen for a second..
The guy at the local bike-store here in town told me i need a new bike as mine had "worn frame", where the screws that hold the rear-tire tightens.
My thought is well, why can't i just use metal
O-rings to fix the problem?.
Is this trickster rogue bike-shop owner really trying to trick my quick thinking mind anons?.
What's your advice.

From what you're illustrating the alleged "wear point" is in the dropout. The picture sucks but I don't see what I would consider an extreme amount of wear. What I think is more likely is that you have a cheap bike, possibly the axle thread is bad, or the nut is bad, or there's some other tolerance issue that goes beyond "wear", but perhaps "wear" is an easier thing to blame because otherwise you'd say "but can't you replace the axle" and then he has to work on your bike. It's probably less that he wants to sell you a bike, because you probably don't look like you can afford it, and more that he wants to get you out of his shop and stop scaring the customers away, and he knows that's an easy way to do it. They do that with ebikes too because if they touch it, and then the bike explodes later (which they always do), and kills a bunch of people, then the insurance company might go after the shop. There's probably something in their liability coverage that says they have to work on bikes from "reputable manufacturers".

Speaking as your doctor, with a degree in internet advice where I don't face the consequences of my words, I would say your guess about a shim is not unreasonable. But if the nut or threads have a problem too, and you can't tighten it securely, then it might not hold. Luckily, the rear dropout is less likely to kill you if that happens, relative to the front. So that's one thing in your favor

Do the threads look healthy? Does the nut take up all the threads smoothly and fully, when it's not on the bike?

You could probably get one of these guys to keep it together, but just a warning, it's $30 plus tax, I don't know how much street drugs that buys but you'd have to be willing to skip a few doses, I imagine.

Anon my brother, i can't go out in the autumn cold to check the threads, it's dark and colder than a white womans corpse out there.
Also the only flashlight i have is the front light on my late 90's swedish made lady bike, which is charging currently, and unplugging it now would halt the charging process which i do not agree with.
