Wheels are a wear item. Break wheels and if you aren't then ride harder/more. Put the seat down, check all the bolts, get better pedals, go ~30 psi and take it on mtb trails.
The cost to replace shouldn't be undertaken gratuitously. Destroy those wheels first.
If you want to think about upgrading your bike you should work out the weight of everything. Try to purchase expensive wheels, like-new, used, in a regret, moving or otherwise hurried sale, for maximum half the price they cost new. Bide your time for a deal. An excellent major upgrade is a dynamo front hub and light setup, but try get the fanciest german stuff or else the weight penalty is not worth it.
Tires matter more than wheels. Tires are the single most important component of a bicycle. You could upgrade those to the highest spec G-Ones or X-Ones or contis, Challenge, Rene Herse (Panaracer) or Panaracer. Buy tires that best suit the riding you actually commit to doing regularly. Consider tubeless if you are not already.
It's hard to say what colours would look good with that bike. It looks good now. I wouldn't do too much and don't do any matchy accents, do an accent once and that's it.
A fancy frame bag like pic rel. Work out how to not carry a backpack. A fancier stem, maybe a riser stem for higher bars. Slightly lower gearing. Nicer pedals. Bling headset spacers. I would move the pump onto the seat tube bottle cage
