>>1971259They do use English. It's not uncommon for ATC and pilots to be used to "Aviation English", where they just have the bare minimum memorised, and are incapable of conversational English.
There's an interesting transcript of an Aeroflot aircraft stuck on a taxiway at JFK, and the captain only knows how to say "unable to proceed", and when asked why by JFK TWR, just said "unable to proceed" until they were able to find someway of communicating that there's traffic cones on a taxiway.
