Driving should be made less convenient than other options as it has significantly higher negative externalities (danger to other modes of transit, pollution, noise, turning people into braindead Americans, etc.)

All the high-end bike frames are made in Taiwan, so it's quite a bit cheaper to build a nice bike there.
