This is an absolute fantasy scenario. You might be able to litigate one state into not certifying results based on some technicality or something, but the prospect of doing this in the 3 states it would require for Biden to not get 270 votes is well beyond the scope of reality.

Georgia and Pennsylvania violated numerous election laws by extending the ballot collection deadline through state justices rather than actual legislature. They also openly defied order from the Supreme Court by mixing ballots that were intended to be segregated, threw away secrecy envelopes, prevented ballot counters to be present etc Michigan has literally hundreds of pages of sworn affidavits from officials declaring that they witnessed voting irregularities.

Trump is planning to present his case of voter fraud before the Supreme Court. Three of those justices were involved in the Bush v Gore election. All Trump needs to do is argue that there is voter fraud present. If the Supreme Court finds his argument compelling, they may throw out 600k ballots and flip both GA and PA in his favor, depriving Biden of 36 electoral votes and disqualifying MI as a matter of outright fraud.
