The Senate’s $95 billion national security package to aid Israel, Ukraine and other U.S. allies underscores a growing foreign policy divide in the Senate GOP: those who think the United States should continue to financially support our allies abroad and those who increasingly think the country shouldn’t.

Despite crafting a bipartisan package that secured both foreign aid and sweeping border security measures, Senate Republicans quickly abandoned that effort amid opposition from former president Donald Trump, who has criticized both the border reforms and the foreign aid, and instead focused their efforts on a much narrower military aid package.

But in Tuesday’s vote, few Republican senators voted in favor of the package — just 22 members, less than half of the Republican conference, joined Democrats in passing it. Its fate is now uncertain in the House, as Speaker Mike Johnson (R-La.) has said the package is a nonstarter.
