The main problem is getting enough wind proofing, not water proofing. You instead get less water resistant jacket, but more water resistant pants.
I would still recommend looking up what a Bergans Tind Windbreaker is called in your region, and then buying a cheaper/cheapest cloth brand of something similar.
And after that you get to pick if you want puffy pants, alpine pants, or tighter whatever synthetic is pop with the kidz these days.
