Your line of thinking didn't even exist in America until a generation ago. It used to be the case that ALL pools were nude. Swimsuits became a thing for the sake of swimming with the opposite sex, otherwise you swam naked. This has always been a little bit embarrassing, but never sexual.
This is how it works in Asia to this day. My hotel in Japan didn't even have single-occupancy baths, I went to the sentou like everyone else (pic related is from where I stayed) and it was completely normal and sexuality didn't even enter my mind, we were all there to get clean and relax. I just got done from a whole day walking up and down the coastline and this location is one of the few in the whole country with an onsen overlooks the sunset on the ocean, it was beautiful.
America has starved of social nudity for so long we've forgotten all of these nuances and now just all nudity = sex and that's not how it works at all.
