They're already working hard at it through several means.
If there is an actual stunning collapse of civilization (not at all likely) bugging out would be an almost immediate death sentence. Out of 350 million people there isn't wilderness and wildlife to allow for many to bug out without eventually going to war with each other. Bug in and organize with your local community. People will organize and come to brutally and selfishly eradicate competition and take resources and that will start within hours as looting and within days there'll be small armies who don't give a fuck about keeping anyone else alive.
