It may not work 100% of the time as occasionally other factors come into play, but saying stuff everyone agrees with is the way to go. Know that the platitudes will vary depending on your time and location as different mobs follow different cults; take for example today's America: if you find yourself in a big city the cult is progressivism, while in a tiny rural town it's god & country. The hardest part is probably the ice-breaking phase but you can either use prefabricated entry lines (eg asking for a cigarette, for information, etc) or capitalize on an opportunity (eg you bumped into someone, you helped someone pick up something, etc).
If you want a real friend, someone you can actually trust and rely on as if they were a beloved family member, I'm afraid there is no specific pathway to get one, not that I know of at least. It just happens when it happens, and you'll tell a real friend from a """friend""" when you'll have one.
