They're not required to lump the 'beef' item in the "<2%" section, and I'm guessing they opted not to so it wasn't blatently obvious that there's little beef. But since things are in predominance, a) the weight of their riboflavin/folic acid powder should be more than the weight of the beef, and b) the weight of the beef should be greater than the weight of any one particular item in the "<2%" section. Using provided nutrition data for this particular item, there's about 0.17 mg (not a typo-milligrams) of this powder, meaning that there's less than fucking 0.17mg of beef per serving, assuming their labeling people did their shit right. Holy crap that's tiny. Again, there should be less TSP concentrate than beef since beef is before that section, however since it is a concentrate it actually may contribute a substantial amount of protein, relative to the beef they added.
One problem with canned ingredients is that a greater major of weight will come from these liquid ingredients such as tomatoes and water, and the flour is likely the main weight contributor for the individual ravioli. Yikes
Also side note, just because beef was listed before the 2% section doesn't necessarily mean that it has single digit weight, just that it's greater. If the vitamins didn't tip us off to the weight, tomatoes could contribute 30% of weight, water to 25%, flour to 20%, etc, down to beef having 10-15%. If the ingredients were to be "Tomatoes, beef, [<2% section]" then potentially it could be 50% tomatoes, 49%, and less than 1% of the other ingredients.
