German winters must not fuck around, because the damn thing too warm for anything short of freezing rain. I stood around waiting for someone to finish some bullshit for 20 minutes in the dropping 20Fs, sleet collecting on the jacket and rain pants, and never cold on any part of my torso. Probably would have broken into a sweat if I had to move a bunch though, so that's not optimum either.
Otherwise, wool base layers + fleece mid layer + GTX hard shell up top, along with wool leggings + nylon pants + GTX rain covers is pretty tough to beat if you're out doing stuff in the 30s and it's raining. And that's only for a few hours. I'll leave all day stuck in the rain to people who do that for a living.
I'm still working on keeping hands comfortable with any real dexterity, because even wool liners + deer skin work gloves eventually wet out and turn pretty miserable after 30 minutes or so.
