with the forest service its mostly as you describe, access or logging roads where gas chainsaws are possible while volunteer groups tend to get sent to the less accessible areas.
also the forest service tends to just clear cut the trails and cares mostly about how many miles of trail is made every day, with little concern for the quality. all the finish work, like as i described digging out organics, is done by volunteers later on around here.
lot of rugged terrain around here where there's no way you're getting a 4x4 or chainsaw and the bigger problem, gas to run it. plenty of times i've had to haul hand tools a day or two out. there's pretty remote maintained trails here.
