I wouldn't do that during winter time. If you actually want to enjoy a Wisconsin+UP ride, I'd recommend going when it's not insanely fucking cold. Milwaukee is fine as long as you stick to the bike trails on your way through. That's like the best possible halfway point. Anyway shit I'd recommend on a bike packing trip of this flavor

>Manitowoc for the Sputnik crash site (it's not all that cool but it's not too far out of your way)
Keep in mind north of state highway 8 is skinwalker territory. The UP has plenty of mines, both abandoned and active, so explore at your own risk. Are you planning on biking back south afterwards or do you have travel plans for your return trip?

If you want to do a trail during the winter, you could try the Silver Comet/Chief Ladiga Trail, which nearly 100 mile long paved trail across Georgia and Alabama. It's a former rail line, so completely separate from automobile traffic and the grade generally doesn't get very severe as trains don't like steep inclines. Pic related is about as steep as it gets.
It's too bad the Alabama section doesn't extend a couple more miles into Anniston because there's a nice bed and breakfast near the Amtrak station where you could stay until the Amtrak Crescent comes through to take you back to Atlanta. For a city of its size and location, Anniston has a couple of surprisingly good museums. People who do the trail often will break it into two days, staying the night at Cedartown, Georgia, which has hotels that explicitly cater to cyclists.

Everything south of Sheboygan is going to be varying degrees of urbanized so youll have to commit to stealth camping. After that it will only slowly fade into farmland and forests after Green Bay so you might want to stock up there on proper camping gear since bugs and weather aren't always agreeable

I'd also add the Kholer Design Center in Kholer. A bit of an odd recommendation but it's also fucking wild if you like to fantasize about having a nice bathroom.
