I’m looking for a good Level 4/5 PCU type wind breaker with breathability and some water resistance, not a full on rain jacket,
I was looking at the First Spear Wind Cheater.
Does anyone have any experience with it or any alternative recommendations?

I can never find surplus in 2XL

you wear the windjacket under your pcu in the field.
A fieldjacket + windjacket in one, like a softshell or a PU coated cordura is not a good idea unless you just want it for fashion then ask /fa/.

FS wind cheater or the Hill People version should be about equivalent to the various iterations of the PCU level 5. FS also has a no-hood version with a different name. UR Tactical out of HK also has a pretty cheap knockoff if you just want to try it out, unsure if they do 2XL.
This sort of thing is great without an insulating layer under it for drizzle/wind or for moderate rain with high exertion
