The website literally says all the long distance permit is just a collection of those permits. It's pretty much just a psyop to make sure that 200 people a day aren't starting in the middle of April and fucking up everyone's logistics. So although it is nice to have all the beauracrat trash covered under one loicence it's not like it's stopping you from doing it whenever, it just becomes a pain having to deal with a gorillion permits.
