If you plan to climb 6000+m (18000+ ft) mountains, go to Karakol on the east of the country. Otherwise avoid it as it's a tourist trap. There are beautiful smaller mountains nearby as well. Just avoid the town. Other towns are ok and very cheap.
Be mindful that gasoline is not always available, the gas stations are very sparse and while there might be a gas station on a map, it often happens that it has been closed for years.
There's a nice national park near the capital called ala archa which has some easiest 4000m mountains possible with about 2000m vertical from the camp spot but it gets crowded during weekend by locals.
Other places get no traffic at all. Some places have no people at all for hundreds of km save for maybe some horse herders
