They know if your intentions are genuine or not, but more importantly they're programmed to react to threats. Your job is to appear and act as non-threatening as possible. Also, it helps if you appear as some tourist rather than a photographer. If you are noticed, don't focus your attention at the kid, focus your attention on the parent. Be personable. Be that guy that they want to hire for bubby's 4th birthday party.
